Nine Years Later Where does Saudi Arabia’s Vision 2030 stand?
On April 25, 2025, The Vision Program Realization Office announced the annual report on the achievements of the Kingdom’s Vision 2030. The report confirmed that Saudi Vision 2030 is now very close to being achieved and becoming a tangible reality. The report confirmed that the vision, after completing its ninth year, has become close to achieving its desired strategic goals, as the Saudi economy has diversified, grown, and flourished, and Saudi society has transformed into a vibrant society with a changing landscape. Women have played an active role in the nation’s development. The report also indicated that the Kingdom of Saudi Arabia has become a tourist destination that attracts tourists from all over the world.
At Andersen Saudi Arabia, we are proud to closely monitor the tremendous developments in the progress and prosperity that the Kingdom of Saudi Arabia is experiencing, in accordance with the strategic goals adopted by Saudi Vision 2030. We are closely monitoring the distinguished initiatives and achievements that have been achieved so far. Therefore, we at Andersen Saudi Arabia take the initiative to publish concise articles that summarize and evaluate the path to achieving the vision simply based on program and strategy performance indicators, economic and financial indicators, and scientifically and practically calculated results, as stated in the 2024 annual report. Nine years since the Kingdom of Saudi Arabia introduced its 2030 vision. A vision aimed to achieve strategic goals of prosper and diversified economy and better quality of living for Saudi citizens. A vision has been established on the Kingdom stand among nations, as a leading nation Arabic and Islamic countries. A vision has been built on the Kingdom strong global presence economically, being one of the largest economies in the world. As of today, Kingdom of Saudi Arabia is considered one of the most important countries in providing energy to the rest of the world, it is also one f the most important hubs for foreign direct investment and global trading.
Nine years have passed since Prince Mohammed bin Salman announced Vision 2030, a vision that transformed Saudi society into a vibrant beehive. When Vision 2030 was launched, the Kingdom was suffering from high unemployment rates, weak job prospects, poor resource management, bureaucratic oversight of government agencies, and a lack of transparency across all aspects of public and private business.
After nine years, we can clearly observe the achievements of the vision, from consolidating institutional work and eliminating bureaucracy to enhancing the efficiency of strategic and financial planning across all business sectors. The Kingdom’s government and the institutions implementing the vision’s programs have achieved rapid success by establishing strong governance pillars that have led to the consolidation of complete transparency in public and private business, the complete elimination of all forms of corruption, and the establishment of the foundations of justice in all aspects of public and private business, across all aspects of Saudi society, including its residents, both Saudis and foreigners.
Today, the Kingdom of Saudi Arabia stands tall, steadfast in its commitment to achieving the clear and evident successes achieved through the implementation of the initial phases of Vision 2030. These achievements have served as encouraging impetus and incentives to continue the pace of progress and enhance available growth opportunities to fully realize the Vision’s programs and plan for the post-Vision period. The strategies proposed by the Kingdom’s government are ambitious and rely on the determination of the youth, the will of the citizens, and the empowerment of society to crown the Kingdom as one of the greatest countries economically, socially, and politically, to achieve prosperity and a decent life for all Saudis and residents of the beloved Kingdom.
Economically: The Saudi economy is experiencing moderate, stable growth, with the government continuing its efforts to diversify sources of income and move away from relying solely on oil exports. The government is working hard to develop non-oil economic sectors and increase the role of the private sector to contribute to the creation of additional job opportunities and raise the private sector’s contribution to the gross domestic product. It is also working to provide opportunities for foreign direct investment by facilitating the operation of foreign companies in the Kingdom and incentivizing them through tax and customs exemptions.

In economic terms, with Saudi Arabia’s economic stability and growth, the Kingdom’s credit rating remained positive, with global credit rating agencies affirming the high rating with a positive outlook.
As for the performance of the Vision’s programs and strategies, and according to performance indicators, by all standards, all programs are witnessing remarkable development and success, confirming that the Vision is on track. The percentage of indicators that have achieved their annual targets or are close to achieving them has reached 93% of the total number of indicators with active readings. The percentage of completed initiatives or those on track has reached 85% of the total number of initiatives. This confirms that Vision 2020 is proceeding steadily, reflecting the success of everything planned along the way to achieving the aspirations of Saudis to advance their country and crown it with progress and prosperity, making it one of the most advanced countries economically, socially and sovereignly.

In conclusion, it can be confirmed that Saudi Vision 2030 is progressing steadily, with approximately 87% of Vision 2030 initiatives either completed or on track. Furthermore, 105 performance indicators have exceeded their targets for 2024/2025, with 81% of Level 3 indicators meeting or exceeding expectations. In the field of entertainment and tourism, Saudi Arabia welcomed 106 million visitors in 2023, including 27.4 million international tourists, ranking second globally in terms of growth rate among international tourists. The Kingdom’s cultural heritage is internationally recognized, with seven Saudi sites now inscribed on UNESCO’s list, exceeding the 2023 target and approaching the 2030 target of eight sites. The Red Sea Project, a luxury tourism project, opened its first destination, the Six Senses Southern Dunes Resort, in November 2023, and the St. Regis Resort in January 2024.
Economically, significant achievements have been made in transforming the Saudi economy into a diversified economy with diverse sources of income. Among the economic achievements are the massive projects implemented by the Kingdom to modernize and develop its infrastructure, including trains, airports, and modern smart cities. It is important to note that there are major projects under construction and development, and the tireless work of those implementing this vision continues until the Kingdom of Saudi Arabia rises to the ranks of developed countries.
Among the achievements worth highlighting are improvements in quality of life, with life expectancy rising to 78.1 years, exceeding the target life expectancy of 77.1 years in 2024 and the closest target to the Vision’s target of 80 years in 2030. Health services coverage also reached 96.4% of population centers, surpassing the 96% target set last year. Finally, the home ownership rate among citizens reached 63.74%, exceeding the 2023 target of 63%, demonstrating a significant improvement and ensuring the achievement of the desired goal by 2030.
Finally, one of the most striking achievements I’ve seen personally is the significant increase in Saudi women’s participation in all areas of development and progress. Saudi women are seen participating in development and progress in airports, government departments such as the Ministry of Interior, commercial markets, hospitals, and, indeed, in every public and private sector workplace in the Kingdom. The participation of Saudi women has contributed significantly to the growth of the gross domestic product, significantly reduced unemployment rates, and improved the quality of life in Saudi society, all thanks to the Kingdom’s Vision 2030.
